Cain, 31, was arrested Thursday on suspicion of having unlawful sex with a 15-year-old girl who is a member of the LAPD's cadet program.

"I will make sure that should someone again abuse one of your cadets, step outside the parameters of the program, cause the program to be questioned, that I will take strict and decisive action", Beck said. Detectives uncovered text messages between Cain and the victim that detailed "inappropriate behavior", and showed the officer knew about the alleged thefts, according to Beck.

It was unclear if he had an attorney. Cain was not assigned to the department's youth programs and does not have a significant disciplinary history, Beck said. Last week, Beck said three cadets had been arrested and accused of stealing three cruisers from department garages.

Englander said on Friday he plans to order "a fully investigation and audit of all LAPD youth programs", which includes not just the cadet program, but also any other programs in which officers interact with youth.

Six of the seven were part of the cadet program at the 77th Street Division in South L.A. The seventh was assigned to the Pacific Division in Del Rey.

The equipment, checked out under a vacationing officer's name, was then used by the seven cadets to pull over drivers and impersonate officers, Beck said.

The stolen vehicles were taken from the 77th Street Division and the Central Division.

Beck has ordered a full review of the program.

"Obviously, this is not the police department that I want to lead", Beck added.

Los Angeles police investigators conducted a search of Cain's single family blue and white house Thursday in Rancho Cucamonga.

On Wednesday, a court-appointed investigator said city officials mishandled and downplayed allegations by a teenager that officers sexually abused her while she worked as an underage prostitute.

Cain would often host barbecues at the residence that were frequented by other law enforcement officers, the neighbor said.
