What kind of dialogue is meaningful dialogue?

Later yesterday, Mr Xi announced that the two-day summit reached "broad consensus" on the project and that China will host a new forum in 2019.

India has been the most openly critical voice against the $1 trillion scheme, largely because one of the key projects passes through Pakistan and the disputed Kashmir region.

India declined to send a high-level delegation to the summit amid concern about the China-Pakistan Economic Corridor, a flagship OBOR project in which China has invested $US46 billion.

"We are awaiting a positive response from the Chinese side", he added. "Our ideas and actions are clear to all, and you can see that from the response from the worldwide community".

In India, along with concerns over its sovereignty regarding the China-Pakistan Economic Corridor (CPEC), it is also seen as a continuation of Chinese strategy of "strings of pearls" which China uses to flex its muscle in India's neighbourhood. "If they have the answer, they can give the answer to me, either in a public or private" Hua said.

"And ultimately how much political sovereignty is sacrificed, and what is the risk to completion of projects in the event of a disorderly slowdown in the domestic Chinese economy", said the US investment firm specializing in frontier and illiquid markets.

He said: "Under concerted efforts, we believe the Belt and Road can be built to be peaceful, thriving, pioneering, innovative, and civilised".

Skirting any references to India's absence at the meeting, Xi had said, "All countries should respect each other's sovereignty, dignity and territorial integrity, each other's development paths and social systems, and each other's cores interests and major concerns". Responding to India's demand for a meaningful dialogue on the CPEC issues, Chunying said, "China's position is upright and clear".

The Belt and Road initiative is for regional peace and prosperity.

He said that OBOR is aimed at galvanizing global cooperation and is open to all.

"In order for the participating countries along the Belt and Road to fully benefit from the potential of enhanced connectivity, it is crucial to strengthen the links between the Initiative and the Sustainable Development Goals", Mr. Guterres noted, adding that the 17 Goals can guide the policies and actions under the Belt and Road towards true sustainable development.

"China will scale up financing support for the Relt and Road initiative by contributing an additional 100 billion yuan to the Silk Road Fund, and we encourage financial institutions to conduct overseas RMB fund business with an estimated amount of about 300 billion yuan".

"We gather here to renew the Silk Road spirit and discuss the Belt and Road development for global cooperation". "What we hope to achieve is a new model of win-win cooperation".
