India has been the most openly critical voice against the $1 trillion scheme, largely because one of the key projects passes through Pakistan and the disputed Kashmir region.
India declined to send a high-level delegation to the summit amid concern about the China-Pakistan Economic Corridor, a flagship OBOR project in which China has invested $US46 billion.

Responding to India's demand for a meaningful dialogue on the CPEC issues, Chunying said, "China's position is upright and clear".
The Belt and Road initiative is for regional peace and prosperity.
He said that OBOR is aimed at galvanizing global cooperation and is open to all.
"In order for the participating countries along the Belt and Road to fully benefit from the potential of enhanced connectivity, it is crucial to strengthen the links between the Initiative and the Sustainable Development Goals", Mr. Guterres noted, adding that the 17 Goals can guide the policies and actions under the Belt and Road towards true sustainable development.
"China will scale up financing support for the Relt and Road initiative by contributing an additional 100 billion yuan to the Silk Road Fund, and we encourage financial institutions to conduct overseas RMB fund business with an estimated amount of about 300 billion yuan".
